Planning scheme amendments

Every Wodonga Planning Scheme amendment is placed on public exhibition to allow the affected parties and the public to view the amendment and make submissions to either support or object the amendment.

Amendments are generally placed on public exhibition for one month.

Notice of when an amendment is on exhibition appears in The Border Mail on a Wednesday or Saturday.

Anyone can view the amendment when on exhibition at our offices at 104 Hovell St, Wodonga during business hours.

Submissions to an amendment must be made in writing, be submitted before the closing date and addressed to:

Amendment C124 to the Wodonga Planning Scheme – Activity Centre Zone

The amendment applies to all land within the Central Business Area of Wodonga, traditionally centred on High Street, as well as land in the immediate and proximate surrounding area.

The Amendment proposes to give statutory effect to the Wodonga CBA Policy Framework Plan 2016, to guide land use, built form and development. The Framework was prepared based on council’s adopted Wodonga CBA Revitalisation Plan and Wodonga CBA Revitalisation Design Guide.

The closing date for submissions is Friday, April 22, 2016.

Proposed Planning Scheme Amendment C98

The Amendment applies to all land in the Wodonga Central Business Area in the Activity Centre Zone in the Wodonga Planning Scheme as identified in Figure 1.

The Amendment gives statutory effect to the Wodonga Central Business Area Car Parking Plan (2018), which was prepared to update the Interim Central Business Area Car Parking Strategy (2013), by making the following changes to the Wodonga Planning Scheme:

  • Replace and update the Schedule 1 to the Clause 45.09 Parking Overlay
  • Amend the Schedule to Clause 61.03 to insert new Planning Scheme Map 10PO
  • Amend Planning Scheme Maps 6PO, 7PO

Any person who may be affected by the amendment may make a submission to the planning authority about the amendment. Submissions must be made in writing giving the submitter’s name and contact address, clearly stating the grounds on which the amendment is supported or opposed and indicating what changes (if any) the submitter wishes to make. 

Name and contact details of submitters are required for the council to consider submissions and to notify such persons of the opportunity to attend council meetings and any public hearing held to consider submissions. The closing date for submissions is October 15, 2018. 

Proposed Planning Scheme Amendment C121 – Leneva Baranduda Precinct Structure Plan

The Amendment proposes to:

  • Insert two new incorporated documents into the Wodonga Planning Scheme “Leneva Baranduda Precinct Structure Plan” and “Leneva Baranduda Development Contributions Plan”;
  • Rezones land known as the Baranduda Sporting and Recreation Facility at Middle Creek and land (lot 2 PS 644963, lot 32 PS 627692, lot 1 PS 407656, lot 1 PS 616987) to Urban Growth Zone Schedule 1;
  • Rezones part of a Crown Allotment at Middle Creek, from UGZ to Public Park and Recreation Zone (rezoned in error as part of amendment C117);
  • Applies UGZ Schedule 1 to existing UGZ zoned land to facilitate the development of the land; and
  • Makes a number of other changes to the Wodonga Planning Scheme.

The amendment was exhibited for a period of 6 weeks from October 19, 2017 and received a number of submissions that were referred to Planning Panels Victoria. The planning panel was set and held in Wodonga from June 18 to June 21, 2018.

Amendment C127 - Planning Scheme changes to 30 Jarrah Street and 41 Pearce Street, Wodonga.

The land at 30 Jarrah Street and 41 Pearce Street, Wodonga site was previously occupied by the former Wodonga South Primary School. The land was determined surplus to the Victorian Government’s current and future requirements.

The Department of Treasury and Finance (DTF) requested that the planning provisions for the site be changed to reflect that it is no longer required for public use. The site has been nominated for the Inclusionary Housing Pilot, a key initiative of the State Government’s housing strategy, Homes for Victorians.

Extensive notice of the proposed rezoning of the Wodonga Site was provided to the community at the end of 2017. The Government Land Standing Advisory Committee (Advisory Committee) received 14 submissions and a public hearing was held on 30 January 2018.

On July 5, 2018, the Minister published notice of approval of Amendment C127 in the Government Gazette for the following new planning controls:

  • Zone: General Residential Zone – Schedule 1 (GRZ1)
  • Overlay: Development Plan Overlay – Schedule 21 (DPO21)
  • General provisions: Minister for Planning is now responsible authority, for approvals on the site.

The sites will be developed by the private sector under a competitive Expression of Interest (EOI) process, in partnership with a community housing provider.
