The Development Plan Overlay (DPO) is a planning tool used to guide the future use and development of a particular site. Where the DPO applies, a Development Plan must be approved before a planning permit for subdivision and/or development can be granted.
Across the city, there are 21 separate locations where the DPO applies. There are 21 approved Development Plans and 11 sites where a Development Plan must be prepared and approved before any further development can occur. These are predominantly in current and future residential development fronts outside of the Leneva Baranduda growth area, such as Jarrah St former school site, Bandiana, Staghorn Flat and Bonegilla.
Unlike the planning permit process, there is limited clarity from the Planning and Environment Act 1987 or the Wodonga Planning Scheme regarding the lodgement and assessment processes or timeframes for a Development Plan.
The council has developed a policy document to address this gap. This sets out, step-by-step, how Development Plans will be assessed by Wodonga Council and what information is required when lodging a Development Plan.
